The admin card is the one destination a signed-in user may not be allowed to
reach, so it carries the same permission check as the sidebar's Admin link
instead of leading everyone to a 403. Resolving the URL through `as` first
also keeps a project without the Wagtail admin mounted from taking the whole
index down with a NoReverseMatch.
