Where you are among the levels, and the way back up.

The same strip on every level, so moving outward is in one place rather than being a different
control on each page. Levels above the current one are links; the current one is plain text,
because a link to the page you are on is a dead control.

Takes `site`, `floor` and `rack`, any of which may be absent. Each caller names the levels it
knows, the site included. A floor knows its own site, but reading it off the floor here would
make the strip fail on the site page, where there is no floor to ask.
