CLTS master declaration derivative — mapping authority scope

generated docs/clts-gaps.md are licensed under Creative Commons Attribution
4.0 International (CC BY 4.0), not IPAkit's original-code BSD license.

The accepted revision and exact master input hash are in source.json, under
inputs/pkg/transcriptionsystems/features.json; these are repeated in the
mapping authority's source-policy receipts and declaration census.

Changes: enumerate the master feature domains as qualified kind/feature/value
records; pair them with separately attributed native IPAkit declarations;
attach IPAkit-authored unresolved/conditional dispositions and four directional
plain-stop witness rules; serialize deterministic JSON and a Markdown table.
The four complete source claim sets are checked against the separately noticed
core BIPA snapshot (NOTICE.txt), not against aggregated catalog observations.
No endorsement by the original creators is implied.

This derivative does not contain data/sounds.tsv or data/features.tsv, catalog
observations, catalog-only declarations, witness IDs, or catalog counts. Their
external-checkout research census remains separate and is not cleared for
redistribution by this notice. Native declarations and authored correspondence
rules retain IPAkit's repository license; those rules are not upstream mappings.
