Prompt policy

Govern Workweaver/swarm system prompts: a global default per surface plus per-tenant overrides (#6320/#8296).

Inventory

Surface × tenant prompt policies

One row per surface. The body source chip shows whether a tenant sees its own override (tenant) or the global default (default). Writes emit a prompt_policy_changed Decision Trace.

Operating method

Immutable release candidates
