The label the collapsed rail needs. It rides on peer/menu-button rather than the
tooltip component so it stays a sibling of the button, which is what the badge
and action rules are anchored to. It has to be fixed and placed by hand: the
scrolling content around it would clip anything positioned inside the flow.
