Moon Base 7 is the primary staging hub for all Pelorus Voyages itineraries. Every voyage passes through Moon Base 7 on departure; it is the transit point where passengers transfer from the Earth-to-Moon transport to the Pelorus Voyages expedition vessel for the remainder of the itinerary. Moon Base 7 is a permanent installation operated by the Cislunar Authority, not by Pelorus Voyages; Pelorus Voyages is a licensed operator with permanent berths in the commercial dock sector.

The layover duration at Moon Base 7 varies significantly by itinerary. Inner Planets Survey and Outer Reaches Tour passengers have a layover of approximately four hours — sufficient for the vessel transfer, the EVA orientation briefing (for those taking surface excursions), the Titan cold-suit certification if applicable, and Leap waiver signing, but not for shore excursions. These passengers proceed from the arrival dock to the expedition vessel via the commercial transfer corridor without visiting the Moon Base 7 general facilities.

Grand Solar Tour passengers have an extended layover of approximately 18 to 24 hours at Moon Base 7. This layover time is used for the EVA orientation, cold-suit certification for Titan, Leap waiver signing, and the shore excursions available from the base: the Tranquility Base Heritage perimeter tour, the Lunar Golf Links at Fra Mauro, and the pressurised rover tour of the regolith plains. Not all three excursions can be completed in a single layover; GST passengers should plan which excursion takes priority and book in advance, as the Golf Links and Heritage tour in particular fill quickly.

Moon Base 7 facilities accessible to transit passengers include the commercial concourse (restaurants, retail, postal services), the medical certification suite (where Titan cold-suit checks and Leap waivers are processed), the baggage holding and transfer area, and the Pelorus Voyages expedition coordinator desk in Sector D of the commercial dock. The coordinator desk is staffed throughout all Pelorus Voyages layover windows and is the primary contact point for any questions, add-on purchases, or issues arising during the layover.

The Moon Base 7 environment is pressurised and maintained at Earth-normal atmospheric conditions throughout. Casual clothing is appropriate in all general areas. Surface excursions require suiting up at the excursion outfitter adjacent to the airlock bay; suits are provided as part of each excursion package.
