The pager under a list. Renders nothing at all when there is nothing to
page through: an empty list already says so in its own empty state (see
_no_data.html), and a "Page 1 / 1" pinned under that message is chrome
with no job - both of its arrows are dead, and it pushes the one control
that matters (the New button) further from the eye.
