The admin chrome both admin pages extend: the admin's own base, its title
from the action's label, its forms stylesheet and the form's media, and
breadcrumbs back through the changelist and, on an object action, the row.
Each page fills ``spec_page`` with the fragment the shipped page includes,
so an htmx request is answered with the same form wherever it is served.
