`a がビット数 1〜8(_quantize_uniform と同じ振り方)、b` は未使用。
`1.0 が「その画素で取りうる最大の誤差(Δ/2`)」にあたる。
何のために見るのか: 誤差が一様に散っていれば量子化雑音として扱ってよい。
特定の等高線に沿って揃っていたら、そこがバンディングの出る場所。数字で言うと、
正しく振る舞っているとき地図の平均は `0.5` 付近(一様分布の平均)に来る。
