Decimation that keeps the detailed regions and reports what it lost (`table`).
Vertices whose :func:mesh_detail_map `detail` is in the top
`1 − protect_quantile are **protected**: :func:meshrepair.decimate_qem`
never collapses an edge that touches them, so a crater rim, a boulder or
an outlier ridge keeps its exact geometry while the smooth remainder is
reduced toward *target_faces*. The result carries the
:func:mesh_reduction_report; when *max_error* (mesh units) is given and
the measured `detail_max_error` exceeds it, the op refuses
(`ValueError`) instead of returning a mesh that has already lost the
features you protect. Returns ``{"V", "F", "report", "protected_vertices",
"protected_mask", "detail_threshold"}``.
