Outside the admin shell, like login.html and for a related reason: a 401
has no principal to build a sidebar for, and a 403's sidebar would
advertise resources the visitor has just been told they cannot reach.
What replaces it is one link home, which is the thing a bare "Permission
denied." text response never gave anyone.
It still pulls in the theme, so an error in a dark-mode admin is not a
