John Burkardt quasi-Monte Carlo / sampling sequence generators

    niederreiter2  Niederreiter base-2 low-discrepancy sequence
    sobol          Sobol low-discrepancy sequence

The niederreiter2 routine is a FORTRAN90 version by John Burkardt of an
original FORTRAN77 version by Paul Bratley, Bennett Fox, and Harald
Niederreiter.
