CAMBER — Commissioning, Analytics & M&V for Building Energy Re-tuning

This product includes software for analyzing Building Automation System (BAS)
trend data. Its algorithms are reimplemented from public standards (ASHRAE
Guideline 36, Guideline 14, Standard 55, Standard 211; IPMVP; PNNL Building
Re-tuning; NIST APAR). No third-party source code is included.

CAMBER redistributes no datasets. The dataset catalog (camber/datasets/catalog.json)
records where open building datasets are published, under which licence, and
their checksums; `camber datasets fetch` downloads each file from its publisher
onto the user's machine. The data remains under its publisher's licence, which
the user accepts by downloading it; cite the publisher as the catalog entry
states.

The test suite includes the NIST Statistical Reference Dataset "Norris" (36 rows; a
U.S. Government work, not subject to copyright in the United States) to check CAMBER's
regression statistics against NIST's certified values.
