A tier is a persona file, rendered profile.yml carries the floor every tier inherits; each persona file under personas/ holds only its differences — readonly turns control-system writes off for every target, readwrite leaves them on for every target, admin leaves them on and lifts the floor; a delta may also arm one target only, which is what the bundled va-readwrite tier does. osprey build merges every delta over the base and renders one project per persona, and each becomes one operator's container: bob's readonly, alice's readwrite, carol's admin.
