The filter panel of a list page: the design system's plain Drawer (`.drawer`
+ `.drawer-backdrop`, `.drawer-header/-body/-footer`, opened and closed by
common.js's wiseOpenDrawer/wiseCloseDrawer). The fields render through
`_form_fields.html` like every other form, and the footer holds
ordinary-size Reset/Apply buttons. `filter_button.html` opens it, and
`wise_core/base.html` includes it once per page.

Rendered only on a page that has a filter - every `WiseListView`. The form's
media (an autocomplete filter's axios) comes with `_form_fields.html`. The
free-text `q` is a hidden field of the FilterSet, so applying filters keeps
the search; Reset goes back to the bare list, search included.
