A list page's main action - its "New <model>" button. It is the page's
`create_url` (from `WiseListView.create_url_name`, already None for a visitor
without the model's `add` permission), a normal primary button from the `sm`
breakpoint up and, below it, a 56px floating action button at the bottom
right (`.btn-fab`: the label stays for assistive technology, so the icon is
required). One per page; secondary actions stay in the header row, which
wraps. `label` overrides the text.
